CALL FOR PROPOSALS
Consultancy to develop partnership and joint ventures
The Council on Health Research for Development (COHRED) and the Global Forum for Health Research ('Global Forum') are two independent foundations with headquarters in Geneva. The two organizations share common goals in encouraging, promoting and facilitating more research that focuses on the health needs of people in developing countries and contributes to improving the health status of poor, disadvantaged and marginalized people everywhere.
Since early 2004, the two organizations have been engaged in increasingly close collaboration across a range of activities, formalized in a Memorandum of Agreement signed in March 2005. This encompasses cooperation and joint action at many levels, from meetings of representatives of the respective governing bodies to programme work, fundraising with some donors and the sharing or exchange of administrative functions.
The next step will be to establish how the partnership between COHRED and the Global Forum can be further strategically developed in ways that will enhance health research for development. In particular, it is now desired to examine the scope of opportunities for joint ventures that will synergistically draw on the comparative advantage of each organization. For this purpose, a Consultant will be engaged to work with the two organizations to explore the development of a joint venture:
l) Examine the feasibility and alternative formats for the most effective joint venture between COHRED and the Global Forum for Health Research – to promote health research for development;
2) Present alternative models for this joint venture;
3) Potentially, facilitate implementation of the selected alternative.

The Consultant’s expertise must be in the specific areas of strategic restructuring and organizational development. A track record of successful facilitation of collaborative organizational models should be available. Expertise or experience with donors, developing countries, and sensitivity to development is required. Experience with fund raising and research for health and familiarity with global and national health (research) environments would be an advantage. The Consultant may comprise an individual or a team, if this will increase the compliance with the above requirements.
